    Since 1990, Davis Y. Ja & Associates, Inc. has been providing program planning, development, research, and evaluation services to non-profit agencies in the Bay Area and throughout the United States, with primary emphasis on demonstration projects. In this capacity, Davis Y. Ja & Associates, Inc. has assisted with the development of new and innovative treatment and prevention programs for women, children, adolescents, and adults (with a focus on ethnic minority cultural issues), has assisted these programs in obtaining federal, state, local, and private funding, and has been contracted to provide process, outcome, and impact evaluation services for these programs.

    We have conducted evaluations through funding from a myriad of local, state and federal institutions. These include grants in the areas of mental health and substance abuse treatment/prevention (children, youth, adult), criminal justice (juvenile and adult), homelessness and HIV/AIDS. Funders for these grants include the Center for Substance Abuse Prevention (CSAP), Center for Substance Abuse Treatment (CSAT), Center for Mental Health Services, Center for Disease Control (CDC), the Office of Minority Health (OMH), Human Resources and Services Administration (HRSA), the Administration of Children, Youth and Families (ACYF), California State Board of Corrections (BOC), and local municipalities. Our areas of expertise primarily include program development, planning, research, and evaluation with multi-cultural community-based organizations, especially in the areas of prevention and treatment evaluation research.

    In addition, development and assessment of information capabilities and systems also comprise another significant expertise of the firm. Within each evaluation contractual relationship, Davis Y. Ja and Associates, Inc. has assisted in the review, development and implementation of management information systems (MIS). With the goal of eventual implementation of a centralized MIS, each contracted organization is assessed and provided support and guidance in the development of a database system which ultimately allows and builds internalized capability. In addition, forms development and standardization have greatly enhanced organizational responses to funders, especially in fund development. Through developing and implementing MIS, Davis Y. Ja and Associates, Inc. has also acquired extensive experience with a variety of database softwares, including SPSS, & ACCESS.

    On a local level, Davis Y. Ja and Associates, Inc. also has demonstrated the capacity and expertise in conducting program review of civil service and private mental health programs contracted with the City and County of San Francisco to provide a variety of mental health services to children, youth, families and adults residing in the San Francisco area. Between 1996 and 2001, Quality Management of Community Mental Health Services (City/County of San Francisco) contracted with Davis Y. Ja and Associates, Inc. to conduct site visits, audit visits and compile findings reports using site visit and Billing Information System (BIS) data for approximately 126 programs providing mental health services to San Francisco residents. The services provided by the reviewed programs included day treatment, supportive housing, EPDST, crisis residential, hotlines, and outpatient. We have also been certified by the San Francisco Human Rights Commission as a MBE/LBE firm.

    Finally, Davis Y. Ja & Associates, Inc. continues to be involved in policy development, grant review, and other forms of consultation with federal agencies, such as the National Institute on Drug Abuse (NIDA), the National Institute on Alcohol Abuse (NIAAA), the Substance Abuse and Mental Health Services Administration (SAMHSA), the Centers for Disease Control (CDC), the Office of Minority Health (OMH) and others. At the request of these federal agencies, consultation services have been provided to substance abuse, mental health, and social services programs throughout the United States.
