Since 1990, Davis Y. Ja & Associates, Inc. (DYJA) has been providing program planning, development, research, and evaluation services to nonprofit agencies and multi-cultural community-based organizations in the Bay Area and throughout the United States, with a primary emphasis on local, state and federal demonstration projects.
 
Treatment and Prevention Programs
We assist with the development of new and innovative treatment and prevention programs for women, children, adolescents, and adults, with a focus on ethnic minority cultural issues. We also provide assistance in obtaining federal, state, local, and private funding, and in offering process, outcome, and impact evaluation services.
 
Evaluations
We have conducted evaluations through funding from a myriad of local, state, federal and private institutions. These include grants in the areas of behavioral health (mental health and substance abuse) treatment/prevention (children, youth, adult), criminal justice (juvenile and adult), homelessness, and in integrated health for dozens of agencies. Information Capabilities and Systems
DYJA has considerable expertise in development and assessment of information capabilities and systems. Within each evaluation contractual relationship, DYJA has assisted in the review, development and implementation of management information systems (MIS). With the goal of eventual implementation of a centralized MIS, we assess each organization and provide support and guidance for the development of a database system which ultimately builds capacity. In addition, we have developed and standardized forms to greatly enhance organizational responses to funders, especially in fund development.
 
Service to Municipalities
DYJA has worked extensively with municipalities and counties on program evaluation and on program reviews and audits. We have worked with King County of Washington in evaluating the efficacy of youth at risk programs. We have worked with San Francisco and Seattle is assessing the effectiveness of juvenile justice programs as well as violence reduction projects. Our criminal justice system evaluations have included drug, family and mental health courts for Alameda, Contra Costa, San Joaquin and San Francisco counties.
 
DYJA has also conducted program reviews of civil service and private mental health programs contracted with the City & County of San Francisco. Between 1996 and 2001, Quality Management of Community Mental Health Services (City & County of San Francisco) contracted with DYJA to conduct site and audit visits and compile findings reports using site visit and Billing Information System data for approximately 126 programs providing mental health services to San Francisco residents. The services provided by the reviewed programs included day treatment, supportive housing, EPDST, crisis residential, hotlines, and outpatient. We have also been certified by the San Francisco Human Rights Commission as an MBE/LBE firm.
 
Policy Development
DYJA continues to be involved in policy development, grant review, and other forms of consultation with federal agencies, such as the National Institute on Drug Abuse, the National Institute on Alcohol Abuse, the Substance Abuse and Mental Health Services Administration, the Centers for Disease Control, the Office of Minority Health, the Office of National Drug Control and Policy, and others. At the request of these federal agencies, we have provided consultation services to substance abuse, mental health, and health services programs throughout the United States.
